Executive orders have the full force of law when they take authority from a power granted directly to the Executive by the Constitution, or are made in pursuance of certain Acts of Congress that explicitly delegate to the President some degree of discretionary power. For the purposes of this debate, the executive order in question can be assumed to be constitutional. e.g. in 2012, President Obama issued an executive order suspending the deportation of illegal immigrants who had served in the military or graduated from college. This effectively enforced the DREAM Act, whose passage through Congress had stalled. The Supreme Court subsequently upheld this as constitutional Motion: THBT Barack Obama should issue an executive order suspending all state bans on gay marriage
  • Final: TH, as a wealthy individual, rather than paying the full rate of tax, would avoid taxation in order to donate to charity, according to his/her own moral preferences
